Representative James moved and asked unanimous consent that the                                     
House consider the Senate message (page 3832) on the following at                                   
this time:                                                                                          
                                                                                                    
    CS FOR HOUSE BILL NO. 528(FIN)                                                                  
    "An Act relating to programs of state reimbursement for debt                                    
    payments for certain capital projects; and providing for an
